Nicaragua – Creation of a National Committee for the Mitigation of Greenhouse Gas Emissions

On March 16, 2022, Presidential Decree No. 06-2022 was published in La Gaceta Diario Oficial No. 51, which officially created the National Committee for the Mitigation of Greenhouse Gas Emissions (hereinafter the ” Committee”), whose main objectives are to adapt the Nicaraguan institutional framework and stimulate sustainable development, in accordance with the provisions of the United Nations Framework Convention on Climate Change, the Kyoto Protocol and the Paris Agreement.

For the effective achievement of these objectives and to promote national actions aimed at mitigating greenhouse gas emissions and diversifying sources of climate finance, the Committee is entrusted with the following functions, among others: (i) Regulate projects related to contributing to the mitigation of greenhouse gas emissions and supporting sustainable development; (ii) Regulate the implementation of the “International Mechanism to Contribute to the Mitigation of Greenhouse Gas Emissions and Support Sustainable Development” in accordance with the United Nations Framework Agreement on Climate Change and the ‘Paris Agreement; (iii) Approve the issuance of No Objection Letters and Approval Letters for project proposals that meet the required criteria.

The presidential decree further appoints the Climate Change Secretariat of the Presidency of the Republic as coordinator of the committee, which will be the competent administrative and operational body. For the fulfillment of this function, the following responsibilities are highlighted: (i) Represent the State before the competent bodies of the United Nations Convention on Climate Change and the Conference of Parties to the Paris Agreement, to manage and regulate the greenhouse gas emissions mitigation contribution mechanism; (ii) Formulate strategies for the national implementation of the mechanisms provided for in the Paris Agreement; (iii) Develop criteria and procedures to certify project initiatives related to the mitigation of greenhouse gas emissions; (iv) Issue letters of no objection and corresponding letters of approval; (v) Create a national registry of greenhouse gas emissions mitigation projects, among others.
